Define locations to be ignored during back to back binding

Currently, you are only able to exclude all sections with location preassigments when creating your back to back biding criteria. It would be helpful for customers who use a "placeholder" location in their SIS to have the ability to specify specific locations to be ignored rather than ignoring all.
