Use a field defined in the SIS to determine which course in a bound set is primary.

The primary reservation in a bound relationship determines which org is used for partition preferences in the Optimizer. Whichever reservation is primary is arbitrarily determined for imported classes; would like a way to set it in advance.

This functionality is complete for Campus Solutions schools -- the primary reservation can be identified in the SIS by putting its CRN in the DESCRSHORT field of the PS_SCTN_CMBND_TBL table.

We also need this in Banner. In addition, we need to be able to identify lead meeting patterns in sections with MMPs.
